Michael Lewis examines the transition to the first Donald Trump presidency, concentrating on the Departments of Energy, Agriculture and Commerce. He reports that few Trump appointees showed up, that those who did knew little about the work of their agencies, and that some threw away the briefing books prepared for them. The book describes cuts to food stamps and school lunches, doubts about staffing for the 2020 Census, and worries over whether Energy would keep enough inspectors to track black market uranium. Lewis also profiles the public servants who keep the government working. The title comes from a list of five risks given to him by Energy Department risk expert John MacWilliams, the fifth being project management.
