Between 1820 and 1990 the wealthy nations' share of world income climbed from a fifth to nearly seven tenths, then fell back to its 1900 level. Richard Baldwin explains the reversal through two kinds of globalization. In the first, steam power and peace made goods cheaper to move, concentrating industry and growth in what are now the rich countries, a split known as the Great Divergence. In the second, information technology made ideas cheap to move, so multinational firms shifted labor-intensive work and their know-how to developing nations, a few of which industrialized quickly as rich nations lost factories. Baldwin argues that the newer globalization is more sudden, selective and hard to control, leaving governments with new policy problems.
