About the book

John Mueller argues that war, long a central theme of human history, is in decline. Developed countries have generally stopped using it in their relations with other states, and he compares war to dueling or slavery, an idea that has been substantially discredited. Most remaining warfare, though not all, is in his account opportunistic predation by packs of criminals and bullies, often remarkably small ones, so that war has shrunk to its remnants, or dregs, with thugs as the residual combatants. He argues that capable policing and military forces can restore civic order, and that building competent governments is the key to ending most of what is left. Cornell University Press published it in 2004.

Steven Pinker included it in his Guardian list of books to make readers optimists.
